Drones over America: How unmanned fliers are already helping cops

It was getting dark, and the sheriff of Nelson County, N.D., was in a standoff with a family of suspected cattle rustlers. They were armed, and the last thing anybody wanted was a shoot out.

U.S. Customs and Border Protection, which monitors police radio chatter, offered to help. Their Predator was flying back to its roost at the Grand Forks Air Force base and could provide aerial support. Did the sheriff want the assist?

Yep.

"We were able to detect that one of the sons was sitting at the end of the driveway with a gun. We also knew that there were small children involved," Sheriff Kelly Janke told NBC News, remembering that tricky encounter in the early summer of 2011. "Someone would have gotten seriously injured if we had gone in on the farm that night." He decided to wait.

The next day, the drone gave them an edge again by helping them choose the safest moment to make a move. "We were able to surprise them ? took them into custody," Janke said. They also collected six stolen cows.

Rodney Brossart, the arrested farmer, sued the state, in part because of the cop's use of a drone. But a district judge ruled that the Predator's service was not untoward.

When advocates express concern about government drones threatening people's privacy, the Brossart case is one they bring up. It's one of the first instances of a flying robot doing a cop's dirty work, and this kind of intervention is likely to be more and more commonplace, as the FAA fulfills a congressional mandate to increase its granting of drone permits ? certificates of authorization, or COAs.

Cops and flying robots
At the moment, there are only 327 active COAs, all held by these organizations, and all for unarmed crafts, of course. A tiny sliver of these permits are in the hands of law enforcement agencies, and from them, we're seeing the first glimpses of drone use in policing and emergency response.

"The FAA has approved us to cover a 16-county area," Sheriff Bob Rost of Grand Forks County, N.D., said of their COA. "To look for missing children, to look for escaped criminals and in the case of emergencies." In the spring, they will use two mini-copter drones ? a trusty DraganFlyer X6 and an AeroVironment Qube ? to check on flooded farms.

The police department in Arlington, Texas, also recently got FAA clearance to fly their drones after two years of testing. The two battery-powered Leptron Avenger helicopter drones won't be used for high-speed chases or routine patrol, the department explains. In fact, the crafts will be driven in a truck to where they're needed, and when they're launched to scope out incidents, local air traffic control will be informed.

In Mesa County, Colo., the police department has used drones to find missing people, do an aerial landfill survey and help out firefighters at a burning church. For them, it's seen as a cost-cutting technology.

"It's the Wal-Mart version of what we'd normally get at Saks Fifth Avenue," said Benjamin Miller, who leads the drones program in Mesa County, comparing drones to manned helicopters that would otherwise give police officers help from the sky.

In Seattle, the police department received an FAA permit ? but had to give back its drones when the mayor banned their use, following protests in October 2012.

Protests and red tape
"Hasn't anyone heard of George Orwell's '1984'?" the Seattle Times quoted a protester as saying. "This is the militarization of our streets and now the air above us."

Protesters, not just in Seattle, seek more legal definition of what a drone can or can't do, and debate whether or not current laws sufficiently protect citizens from unauthorized surveillance and other abuses.

New York City mayor Michael Bloomberg thinks of police drones as an inevitability ? "We're going to have them," he recently said in a radio interview ? while those on the police (and drone) side say the fears are unfounded.

"This hysteria of [a drone] hovering outside your backyard taking a video of you smoking a joint, it's just that ? hysteria," said Al Frazier, an ex-cop from Los Angeles who is now an assistant professor of aeronautics at the University of North Dakota, and a deputy at the Grand Forks sheriff's office.

The reason the sky isn't lousy with drones already mostly has to do with red tape. The FAA's highly restricted drone application for government agencies is supposed to take about 60 days, though unofficially, we're told it's much longer. COAs are also very strict about where, when and by whom a drone is flown.

"I think there are many agencies who would like to use [drones] for public good, but they're stymied by the process," Frazier said.

That's likely to change ? and soon. Last February, Obama signed a mandate that encourages the FAA to let civil and commercial drones join the airspace by 2015. This will take new regulations from the FAA for safe commercial drone flight, and it may take some convincing of local anti-drone activists (who sometimes don't differentiate between drones great and small). It may even require the passing of a few new privacy laws.

Folks like Frazier and Miller don't see the permit process getting easier any time soon but eventually ? inevitably ? and for better or worse, your local police department will get its drone.

Ten years and 10,000 fewer premature deaths later

NEW YORK (Reuters) - New York City Mayor Michael Bloomberg marked the tenth anniversary on Wednesday of his ban on smoking in bars and restaurants with a report saying the ban and subsequent anti-smoking measures had prevented 10,000 premature deaths.

"Ten years ago when New York City prohibited smoking in restaurants and bars, many predicted the end of the hospitality, restaurant and tourism industries," Bloomberg said in a statement.

"Yet ten years later, fewer New Yorkers are smoking, we are living longer, our industries are thriving and nobody longs for a return to smoke-filled bars and restaurants."

Critics of the move feared banning smoking would hurt the restaurant and bar business, but the Health Department report said there are now some 6,000 more restaurants and bars in the city than there were a decade ago.

The city's Smoke-Free Air Act came into effect a little over a year into Bloomberg's first term as mayor in 2003 and prohibited smoking inside bars, restaurants and most workplaces.

The following year, the city began providing free nicotine replacement therapy to smokers trying to quit and in 2011 expanded the smoking ban to the city's parks and beaches.

According to the report released on Wednesday, the proportion of adult smokers dropped by about a third to 15 percent in 2011 from 21.5 percent in 2002. The report, released by the city's Health Department, also said the proportion of youths under age 18 who smoke dropped by about half to 8.5 percent.

Bloomberg's tenure, which will end this year, has been marked by his efforts to improve New Yorkers' health by trying to induce them to eat less salt, trans fats and calories in general, among other measures.

Bloomberg has been criticized by some as paternalistic but his efforts have coincided with an increase in New Yorkers' life expectancy, including a decline in tobacco-related deaths.

Bloomberg's attempt to limit the size of sugary drinks sold in the city was derailed this month only hours before the new rules were to take effect when a judge ruled that they were "arbitrary and capricious". The city is appealing that decision.

A week later, Bloomberg announced his plan to require shops to hide cigarettes and tobacco products from public view, arguing that would shield young people from marketing efforts.

Some shop owners and cigarette manufacturers have criticized the plan as unnecessary extra regulation that would infringe the free speech provision of the U.S. Constitution.

Bloomberg also proposed a minimum price of $10.50 for a pack of cigarettes, in the hope that some smokers would find the habit too expensive to maintain. The two bills are now before the city council.

Smoking remains the leading preventable cause of premature death in the city, according to the Health Department.

Ronald Bayer, a professor of public health at Columbia University, called Bloomberg's health initiatives a "major achievement" and said his efforts to make smoking less socially acceptable were an effective and legitimate use of his office.

He said it remains an open question how much further government could go to discourage smokers to quit.

One could easily argue that apps are a dime a dozen nowadays, but for those with a WiFi-ready, mirrorless Sony shooter, the in-cam software selection is still somewhat limited. We'll leave that decision up to you, though.

Cypriot banks reopen after 12 days -- but customers can only withdraw $383 each

Banks on the tax haven of Cyprus opened Thursday for the first time in 12 days amid the island's continuing financial crisis.

Strict limits on the amount of money that could be withdrawn have been imposed ? people will be able to withdraw 300 euros ($383) a day and no checks will be cashed ? amid fears of a run on the banks.

Account holders showed up hours before the banks were due to open to get in line.

Early indications were that there was no mass rush to withdraw cash, with just 13 people waiting outside one large Bank of Cyprus branch on the island as it opened at noon local time (6 a.m. ET). They were surrounded by a scrum of journalists.

Previously people could only withdraw 100 euros (about $127) a day from the country's two biggest banks from ATMs.?Most who lined up for the opening were elderly people and those without ATM cards.?

However a small crowd of people did press against the doors of a branch of Laiki Bank, which is being liquidated. CNBC sources estimate those with more than 100,000 euros (about $128,000) in accounts in Laiki Bank could lose 40 to 70 percent of their deposits.

Deposits above 100,000 euros with the Bank of Cyprus will be frozen and 40 percent of each account will be converted into bank stock. Accounts in both banks with balances under 100,000 euros will be fully protected.

A previous proposal to take less from all bank accounts?was vetoed by the Cypriot parliament.

The country is seeking to meet the terms of a bailout from the European Union of 10 billion euros ($12.9 billion) and, in order to raise enough funds to meet strict conditions imposed by the EU, it is preparing to take money from bank accounts.

Ahead of the banks? reopening, money was flown into the island and guards were seen delivering cash to banks in armored vehicles.

The banks were due to close at 6 p.m. local time (12 p.m. ET).

There was some relief on the island that the banks were finally opening again, but this was mixed with fear about what could happen.

The banks in Cyprus are set to reopen after days of being closed as a measure to prevent a run on deposits during the country's financial crisis. Millions in cash is on the move tonight as people camped out in expectation. ITV's Emma Murphy reports

'Slow death'
Yorgos Georgiou, who owns a dry cleaning business in Nicosia, told Reuters that "finally people's mood will be lifted and we can start to trust the system again."

But he added: "I'm worried about the poor kids working in the cashiers today, because people might vent their anger at them. You can't predict how people will react after so many days."

Kostas Nikolaou, a 60-year-old retiree, told Reuters that the uncertainty of the past two weeks had been "like a slow death."

"How can they tell you that you can't access your own money in the bank? It's our money, we are entitled to it,? he added.

The country?s president, Nicos Anastasiades, has described the bailout deal as ?painful? but essential.

However, Nobel laureate economist Christopher Pissarides said it was ?extremely unfair to the little guy.?

?For the first time in the euro zone, depositors are (being) asked to bail out failing banks," he said. "Now that used to be the case in the 1930s, especially United States (and) caused big bank runs. It has been decided since then that we shouldn?t allow that to happen again.?

As Cyprus celebrates its Independence Day, the ?government is defending the last-minute bailout deal it's negotiated with the European Union. This means shutting down the country's second biggest bank, with big savers facing ?losses. ?ITV's Emma Murphy reports.

Among other controls, the island's central bank will review all commercial transactions over 5,000 euros and scrutinize transactions over 200,000 euros on an individual basis, Reuters reported. People leaving Cyprus can take only 1,000 euros with them. An earlier draft of the decree had put the figure at 3,000.

Reuters summed up the situation facing the island:

With just 860,000 people, Cyprus has about 68 billion euros in its banks - a vastly outsized financial system that attracted deposits from foreigners as an offshore haven but foundered after investments in neighboring Greece went sour.

The European Union and International Monetary Fund concluded that Cyprus could not afford a rescue unless it imposed losses on depositors, seen as anathema in previous euro zone bailouts.?The bailout looks set to push Cyprus deeper into an economic slump, shrink the banking sector and cost thousands of jobs.

European leaders said the bailout deal averted a chaotic national bankruptcy that might have forced Cyprus out of the euro.

Many Cypriots say the deal was foisted upon them by Cyprus's partners in the 17-nation euro zone within the European Union, and some have taken to the streets to vent their frustration.

Marital conflict causes stress in children, may affect cognitive development

Mar. 28, 2013 ? Marital conflict is a significant source of environmental stress for children, and witnessing such conflict may harm children's stress response systems which, in turn, may affect their mental and intellectual development.

These conclusions come from a new study by researchers at Auburn University and the Catholic University of America. The study appears in the journal Child Development.

Researchers looked at 251 children from a variety of backgrounds who lived in two-parent homes. The children reported on their exposure to marital conflict when they were 8, providing information on the frequency, intensity, and lack of resolution of conflicts between their parents. The study gauged how children's stress response system functioned by measuring respiratory sinus arrhythmia (RSA), an index of activity in the parasympathetic branch of the body's stress response system. RSA has been linked to the ability to regulate attention and emotion. Children's ability to rapidly solve problems and quickly see patterns in new information also was measured at ages 8, 9, and 10.

Children who witnessed more marital conflict at age 8 showed less adaptive RSA reactivity at 9, but this was true only for children who had lower resting RSA. In addition, children with lower baseline RSA whose stress response systems were also less adaptive developed mental and intellectual ability more slowly.

"The findings provide further evidence that stress affects the development of the body's stress response systems that help regulate attention, and that how these systems work is tied to the development of cognitive ability," explains J. Benjamin Hinnant, assistant professor of psychology at the Catholic University of America and one of the researchers.

Shorthand for business-to-business marketing, B2B is a strategy that is quite self-explanatory. Basically, it is the exchange of goods between entrepreneurs in order for each of them to produce their deliverables and distribute them on time.

One example of a B2B relationship is that which exists between a manufacturer, suppliers, and wholesale distributors. Essentially, all of them are businesses in their own right but for each to generate income, they need other merchants to keep the machinery going.

No. 24 Notre Dame tops Rutgers at Big East tourney

NEW YORK (AP) ? Pat Connaughton scored a season-high 21 points and led Notre Dame's impressive show from 3-point range as the 24th-ranked Fighting Irish beat Rutgers 69-61 on Wednesday night in the second round of the Big East tournament.

Tom Knight had a career-high 18 points for sixth-seeded Notre Dame (24-8), which will face third-seeded and 12th-ranked Marquette in the quarterfinals Thursday night.

The Irish have reached the semifinals in each of the last three years but haven't been able to get that first tournament title ? and this is the Fighting Irish's last chance since they are leaving for the Atlantic Coast Conference next season.

Senior forward Austin Johnson had a career-high 18 points for the Scarlet Knights (15-16), who were able to cut into Notre Dame's lead several times in the second half only to see Connaughton find a way to start the Irish offense in a hurry.

Connaughton finished 6 of 8 from 3-point range as Notre Dame, which led the Big East in 3-point percentage (36.9), was 10 of 17 from beyond the arc (58.8 percent).

Myles Mack had 18 points for Rutgers, which was 4 of 15 from 3-point range and 5 of 11 at the free throw line. The Irish were 15 of 19 from the free throw line.

Notre Dame, which came into the tournament having lost two of three, led 33-19 at halftime but the Scarlet Knights opened the second half on a 7-0 run. Jerian Grant and Connaughton both hit 3s to open the lead back to 11 points.

Rutgers got within 41-36 with 13:23 to play only to see Connaughton hit a 3 that started a 6-0 run. He did it again with just under 9 minutes to play when he buried a 3 just after Rutgers had gotten within 49-43.

Rutgers beat DePaul 76-57 in the opening round Tuesday and the Scarlet Knights were looking to win a second game in the tournament for the first time since 1998. Rutgers is leaving for the Big Ten after the 2013-14 season.

Wally Judge led the Scarlet Knights in the win over DePaul by tying a Big East tournament record by going 9 for 9 from the field and finishing with 20 points and 10 rebounds. It was a lot different against Notre Dame for Judge, who was 1 for 6 from the field and had two points and one rebound.

Knight was playing the part of the inside presence usually taken care of by all-Big East forward Jack Cooley.

Knight had 10 points and four rebounds in leading the Irish to the 14-point halftime lead. Knight was 5 of 10 from the field while Cooley, who was second in the conference at 58.2 percent, was just 1 of 6.

Cooley finished with two points but he and Knight both had nine rebounds.

Poor shooting was a problem for the entire Rutgers team in the first half except Kadeem Jack, who was 4 of 5 from the field. The rest of the Scarlet Knights were 4 of 22 from the field including making just one of eight from beyond the arc.

This is Mae Young in 1939 ? the year ?The Wizard of Oz? was first released and a gallon of gas cost a dime ? on the day she came stomping into the Tulsa Coliseum, still just a teenager, with a challenge for the top female wrestler in the country.

Young may have been cupcake cute, but she was a tomboy ? a rough one at that who kicked field goals for the boys? football team and was not afraid to get into fistfights with grown men. Born in Sand Springs, Okla., on March 12, 1923, she was named Johnnie after a father she barely knew and raised, along with eight siblings, by a single mother during dire economic times.

One could imagine her childhood looking like a sepia-toned photograph of The Great Depression ? all cropless fields and dust caked shanty towns ? but her memories don?t allow for that.

Instead, she enjoyed her youth as both a brilliant athlete and a tenacious fighter. At school, she led Sand Springs High to a national title in softball. At home, she stood back and grinned as her brother lured unassuming neighborhood boys to their front yard, daring them to tangle with his kid sister. Young was 5-foot-7 and adult strong, and she had no trouble making hapless twerps cry uncle.

?I wrestled dirty and I was a tough son of a gun,? Young said in ?Lipstick & Dynamite,? a 2004 documentary about the first ladies of wrestling.

When the famous women?s wrestling champion, Mildred Burke, came to the Tulsa Coliseum in 1939, Young had the confidence to go to the event and issue a challenge to the ?Queen of the Mat.? Burke wasn?t just a national star ? she was a powerhouse with bowling ball biceps and legs like a T-Rex. But Billy Wolfe, Burke?s husband, manager and the all-powerful impresario of female wrestling at the time, was unwilling to put his star up against this cocksure unknown. A deluge of rain pelts down on the already thoroughly sodden ground. Rivers burst their banks as local residents haul up sandbags to protect themselves from the rising waters. In hilly areas, people are no less anxious, knowing that the waterlogged earth on a hillside can easily slip, burying cars and houses beneath it and, if the worst comes to the worst, even people. Experts use maps marked with danger areas to determine the probability of a specific slope succumbing to a landslide. But these maps only cover a specific point in time, and do not take current weather conditions into account. Of these atmospheric factors, heavy rain in particular can trigger catastrophes.

Now, safety experts are to be supported by the ELDEWAS early warning system. This system makes use of regularly updated weather conditions and forecasts, coupling these to regional information on elevation profiles, slopes and land use, allowing it to issue an early warning in case of danger. ELDEWAS stands for "Early Landslide Detection and Warning System" and is being developed by research scientists at the Fraunhofer Institute of Optronics, System Technologies and Image Exploitation IOSB in Karlsruhe. "The ELDEWAS early warning system goes hand in hand with INCA-CE, a project co-financed by the EU in which researchers are working on improving short-term weather forecasting, or 'nowcasting'," says Dr. Oliver Krol of Fraunhofer IOSB. While standard meteorological data is for the most part only updated once an hour, with a spatial resolution of ten kilometers, the experts working on the INCA-CE project are able to provide weather forecasts at 15-minute intervals with a spatial resolution of one kilometer.

Factoring in current weather conditions

The early landslide warning system is initially being developed by researchers for use in the state of Burgenland in Austria, with the regional safety center providing all the necessary data. Which slope is this and how steep is it? What type of ground are we dealing with sand, clay or rock? How is the land used? Where are the installations, houses or roads? Where is wooded and where is open land? Researchers then combine these parameters, which stay stable over the long term, with weather data, which is constantly in flux. The weather data is provided online by Austrian meteorological service ZAMG, which is also taking part in the INCA-CE project. Initial practical testing is planned for the spring, when current weather information will be incorporated into the early warning system for the first time. The prototype is due to be ready in the autumn. "The software will of course also then be available for use in other countries and regions," says Krol. He also explains the aim behind the research, describing how the system will constantly assess the situation in the background until it perceives a danger, at which point it will independently issue a warning comprising the relevant coordinates and the contact details of the person with responsibility for the area concerned. This contact person is then to be automatically warned of the impending incident via text message, giving them time to take appropriate action, evacuating the populace or locking down the area concerned.

Researchers still have a few challenges to overcome before this vision can be realized, however, including how to integrate the online weather data into the system and how to analyze the data received. "There's no doubt that the bulk of the work lies in answering the question of when a situation can be said to become critical. Given that setting rigid threshold values only allows for a binary yes or no answer, offering protection only against the worst case scenario, we have opted to model the problem using fuzzy logic," explains Krol. This means qualifying the threshold values of the various contributory factors, allowing us to link the variables. In this way, we can get as realistic as possible an assessment of the risk posed."

Japan taps gas from methane hydrate

Japan says it has successfully extracted natural gas from frozen methane hydrate off its central coast, in a world first.

Methane hydrates, or clathrates, are a type of frozen "cage" of molecules of methane and water.

The gas field is about 50km away from Japan's main island, in the Nankai Trough.

Researchers say it could provide an alternative energy source for Japan which imports all its energy needs.

Other countries including Canada, the US and China have been looking into ways of exploiting methane hydrate deposits as well.

Pilot experiments in recent years, using methane hydrates found under land ice, have shown that methane can be extracted from the deposits.

Methane clathrate - 'Fire ice'

  • Hydrates, or clathrates, are a frozen mixture of water and gas, primarily methane
  • The methane molecules reside inside a water molecule lattice
  • The methane will ignite in ice form - hence the "fire ice" moniker

Offshore deposits present a potentially enormous source of methane but also some environmental concern, because the underwater geology containing them is unstable in many places.

"It is the world's first offshore experiment producing gas from methane hydrate," an official from the economy, trade and industry ministry told the AFP news agency.

A survey of the gas field is being run by state-owned Japan Oil, Gas and Metals National Corporation (JOGMEC).

Engineers used a depressurisation method that turns methane hydrate into methane gas.

Production tests are expected to continue for about two weeks.

Government officials have said that they aim to establish methane hydrate production technologies for practical use within five years.

A Japanese study estimated that at least 1.1tn cubic metres of methane hydrate exist in offshore deposits.

This is the equivalent of more than a decade of Japan's gas consumption.

Japan has few natural resources and the cost of importing fuel has increased after a backlash against nuclear power following the Fukushima nuclear disaster two years ago.

Kenya to issue $1 bln debut sovereign bond after peaceful vote

NAIROBI (Reuters) - Kenya will issue a $1 billion debut sovereign bond in the second half of this year after east Africa's biggest economy held largely peaceful elections last week, Finance Minister Robinson Githae said on Monday.

Foreign investors fretted violence would disrupt the Kenyan vote, but Githae said the peaceful vote showed the country had matured democratically.

He said the money raised would be channelled towards infrastructure to create jobs and make the economy more competitive.

"We want to use this money for infrastructure," Githae told a press conference in Nairobi.

"From an economic perspective, the outlook looks very good."

Kenya's initial plans to issue a $500 million Eurobond were delayed by post-election violence following a disputed 2007 presidential election and the global financial crisis.

Hoping to avoid a repeat, Gregory decreed in 1274 that cardinals would only get one meal a day if the conclave stretched beyond three days, and served bread, water and wine if it went beyond eight. While the meals served these days at the Vatican's hotel are by no means gourmet, the cardinals won't go hungry ? no matter how long they take picking a pope.

SHORTEST CONCLAVE: Before 1274, there were times when a pope was elected the same day as the death of his predecessor. After that, however, the church decided to wait at least 10 days before the first vote; later that was stretched to 15 days to give all cardinals time to get to Rome. The quickest conclave observing the 10-day wait rule appears to have been the 1503 election of Julius II, who was elected in just a few hours, according to Vatican historian Ambrogio Piazzoni.

YOUNGEST/OLDEST POPE ELECTED: Pope John XII was just 18 when he was elected in 955. The oldest popes were Pope Celestine III (elected in 1191) and Celestine V (elected in 1294) who were both nearly 85. Benedict XVI was 78 when he was elected in 2005.

FUN FACTS: The last time a pope was elected who wasn't a cardinal was Urban VI in 1378 ? he was a monk and archbishop of Bari. Pope Pius XII, who was pope during World War II, left a document informing the College of Cardinals that they should hold a conclave and elect a new pope if he were taken prisoner. While the Italians have had a stranglehold on the papacy over centuries, there have been many exceptions aside from John Paul II (Polish in 1978) and Benedict XVI (German in 2005). Alexander VI, elected in 1492, was Spanish; Gregory III, elected in 731, was Syrian; Adrian VI, elected in 1522, was from the Netherlands.
